There are the Paparazzi and then there is Rosa Photo

For more than 20 years, Rosa Photo has been selling pictures to immigrants outside the INS office in Philadelphia. Last week the Rosa Photo was hauled away by police after undercover officers discovered they could purchase false IDs from the entrepreneurs. There is an interesting article on this sideline business in photography that hardy gets any mention until something like this happens.
